I got the same email you did:
Your site isn't ready to show ads - Low value content.
For Buildermojo.com, that stung. We had 25 working tools, but AdSense reviewer was right. We had tool pages, but no trust. No clear Privacy Policy explaining cookies, no Terms defining refunds, no About Us showing who runs the site, no proof we actually maintain it.
I spent last week talking to two friends who got approved in September 2026. Both said the same: Google now cross-checks DPDP Act compliance for Indian sites. If you collect a name, email, or phone via any tool (Invoice Builder collects client name, WhatsApp Link collects phone), you must have DPDP-compliant legal pages. Otherwise you are low value.
I fixed it in 12 minutes. Here is the exact workflow I used.
Google's AdSense policy page updated in early 2026 says to qualify, a site must:
Provide authentic, high-quality information, tools, or services
Exhibit ongoing curation and structural maintenance
Generate and sustain genuine user interest
Tool sites fail on point 2. If your homepage is just 25 cards like "QR Code Builder - Free", Google sees no curation. No author, no update date, no legal footprint.
For Buildermojo, I had another problem: Our own Privacy Policy Maker tool existed, but our OWN /privacy-policy page was a 200-word generic template. That's circular and low value. Reviewer sees you don't even use your own tool properly.
Since enforcement started in mid-2026, here is what every website collecting any personal data needs to show based on MeitY drafts and what payment gateways now ask for:
a) Clear consent: No pre-ticked boxes. User must explicitly agree.
b) Purpose limitation: You must state why you collect phone/email. Example: "To generate invoice PDF in browser."
c) Data retention: How long you keep it. For Buildermojo tools, answer is 0 days — we process in browser.
d) Grievance officer: Name, email, response time (48 hours). Mandatory for Indian sites.
e) User rights: How user can delete/correct data.
Penalty: Up to Rs 250 crore for breach. Razorpay and PhonePe have started suspending sites without Privacy Policy link in footer I saw 2 cases.
AdSense reviewers check this because they don't want to serve ads on non-compliant sites.
After fixing, here is my site structure that got a friend approved on second review:
Page 1: About Us (/about-us) - 600+ words
Who is buildermojo, why I built Buildermojo, 25 tools listed with purpose, last updated date. Add photo. Google calls this E-E-A-T (Experience, Expertise, Authoritativeness, Trust).
Page 2: Privacy Policy (/privacy-policy) - DPDP compliant
Generated with Privacy Policy Maker but edited for Buildermojo specifically. Must mention AdSense, cookies, Google Analytics 4, third-party tools, browser-only processing.
Page 3: Terms & Conditions (/terms-and-conditions) - With Refund/IP Clause
Even if tools are free, you need Terms. Define IP ownership (user owns generated invoice), no warranty, limitation of liability. Use T&C Builder.
Page 4: Contact Us (/contact-us)
Real email, contact form, address, response time. Link to Bio Link Page for social proof.
All 4 linked in footer on every page + in main navigation.
Timed on laptop no signup, no lawyer fee Rs 15,000.
Step 1: Privacy Policy Maker (5 minutes)
Go to buildermojo.com > Privacy Policy Maker > Select Business Type: SaaS / Tool Website > Enter Website Name: Buildermojo.com > Data collected: Name, Email, Phone (via tools, processed in browser), Cookies for AdSense and Analytics > Purpose: Tool functionality, analytics, ad serving > Retention: 0 days on server, browser storage only > Grievance Officer: Add name, buildermojo.contact@gmail.com, Bhubaneswar address > Generate.
Edit the output: Add specific line: "We use Google AdSense which uses cookies to serve personalized ads. Users can opt out via Google Ad Settings. We do not store invoice data, QR content, or resume data on our servers all processing happens in your browser."
Copy HTML, paste to /privacy-policy page. Add last updated: Oct 12, 2026.
Step 2: T&C Builder (4 minutes)
Open T&C Builder > Select: Free Online Tools > Add clauses: No account required, user owns generated content, no guarantee of uptime, limitation of liability Rs 0 as free service, intellectual property of tool design belongs to Buildermojo, governing law: Odisha, India.
Important: Add clause: "Tools are provided as-is for personal and business use. For DPDP compliance, user is data fiduciary for client data they input into invoice."
Generate, paste to /terms-and-conditions.
Step 3: Meeting Minutes Maker for Governance Proof (3 minutes)
This is the trick no one does. AdSense wants "ongoing curation." How do you prove it?
Open Meeting Minutes Maker > Meeting Title: Website Compliance Update for AdSense Approval > Date: Oct 12, 2026 > Attendees: Subash Mandal - Founder > Agenda: Fix low value content rejection > Decisions:
Created DPDP-compliant Privacy Policy with AdSense cookie disclosure
Added T&C with limitation clause
Added About Us with E-E-A-T
Linked all in footer.
Generate, save as PDF. Upload to /investors or keep for record. When AdSense asks "how do you maintain site?" you have proof.
Step 4: Link Everywhere
Add footer: © 2026 Buildermojo | About Us | Privacy Policy | Terms | Contact | Sitemap. Also add Privacy Policy link inside each tool's footer e.g., inside Invoice Builder page: "Your data is processed in browser. See Privacy Policy."
After adding these 4 pages:
Homepage word count went from 120 to 890 words with FAQs
Each tool page now has "How to use" + Privacy note + internal links to Privacy Policy and About
Footer on all pages = consistent presence
Sitemap.xml submitted to Search Console with lastmod dates
This is what Google means by "structural maintenance." You are not just 25 tools anymore. You are a maintained business with legal footprint.
Pair this with 2 pillar blogs/week (like this one, 1,400+ words, original test, author bio) and AdSense sees genuine user interest, not thin affiliate.
Q: Do I need Privacy Policy if my tools don't store data?
A: Yes. Even browser-only processing counts as processing under DPDP if you collect name/email in form field. Plus AdSense itself uses cookies, so you need cookie disclosure anyway. Buildermojo's maker adds that clause.
Q: Will copying Privacy Policy from Buildermojo tool cause duplicate content?
A: No, if you edit it with your website name, data types, and grievance officer. Each generated policy is unique because inputs are unique. Don't paste same 200-word template across sites.
Q: Can free tools get AdSense approved?
A: Yes, 100%. Sites like Photopea, ILovePDF got approved because they have strong About, Privacy, Terms, and how-to content. Tools alone are not low value — lack of trust pages is.
Q: How long after fixing should I re-apply?
A: Wait 2-3 weeks, get 100+ organic visits, make sure Search Console shows no errors. Remove old AdSense code before re-applying. I removed code on Oct 6, will re-apply Oct 27.
